The RBKC Property Scrutiny Committee was sent a business plan for the next five years (from 2016/17 – 2020/21) from the Council’s Director of Housing for them to comment on.

Since last July, the Silchester Residents’ Association has been repeatedly told that there has been no decision made regarding regeneration. This seems to be at odds with point 9.5:

9.5 In July 2015 the Council announced that a feasibility study was to be commissioned for all of the council owned stock on the Silchester East and West Estates, Bramley House and the surrounding land which is outside the Council’s ownership. A consultancy has been appointed who have in turn appointed Porphyrios Architects to carry out the design work. It is anticipated that this phase of the work will complete in the spring of 2016 and the scope of the project will be agreed. Once this has taken place a further appointment will take place to develop proposals for a planning submission.

We also note the formation of a new company which may be used “should” RBKC go ahead and regenerate Silchester:

9.6 The Housing Department has recently established a council owned company (Coco), Kensington and Chelsea Estates Limited, which can be used to take forward regeneration initiatives in appropriate circumstances. In addition, we will use, where appropriate and only when additional affordable homes will be delivered, money collected through commuted sums through planning gain.

In the light of this, and the ordering of previous council documents also written before the regeneration decision has been taken we especially note 16.1

16.1 The Council has undertaken to engage with the community and provide transparency. This extends to providing information on capital programmes and regeneration works associated with HRA estates.
